California heavy-duty truck owners are in a bind. Diesel engines are on their way out, but EV technology is not yet a realistic solution. Concerns loom large over cost, reliability, driving range, and charging infrastructure. While details continue to shift, one thing is clear: California is banning new, heavy-duty diesel trucks – starting first in the ports in 2024, and eventually state-wide by 2036.

Renewable natural gas is a practical and proven solution that can help.

Renewable natural gas (RNG) is a cost-effective alternative fuel with a robust network of fueling stations throughout California. Companies like National Ready-Mixed Concrete, Gazelle Transportation, and Young’s Commercial Transfer already trust RNG to power their heavy-duty fleets and drastically reduce their carbon emissions.

And for truck owners in the San Joaquin Valley Air Pollution Control District—grant funding is still available to make the switch to RNG even more affordable. You could receive between $70,000–$160,000 per scrapped diesel truck.

If you have a fleet with fewer than 50 trucks, or less than $50 million in total gross annual revenues, you are not subject to CARB’s Advanced Clean Fleets (ACF) rule and can continue to purchase RNG trucks. Larger fleets (50+ trucks), or those part of a larger fleet under common ownership and control, can also purchase RNG trucks as long as milestone group EV requirements are also met.

It is the responsibility of every fleet to fully research eligibility for grant funding and determine whether your operations are in compliance with the ACF regulation.

The San Joaquin Valley Air Pollution Control District (SJVAPCD) offers a truck replacement program to help reduce emissions in the region. The program incentivizes trucking companies and owner-operators to replace their old diesel heavy-duty trucks with cleaner alternatives, like those powered by renewable natural gas (RNG).

Here’s how it works. The district pays part of the purchase price of a new low- or zero-emission truck, and in exchange, your old diesel truck is scrapped so it doesn’t end up back on the roads. You could be awarded up to $160,000 per vehicle.

Eligibility:

  • Engine Model Year that is 6 or more years of age. Projects funded in the calendar year of 2023 must have an engine model year that is 2017 or older.
  • Class 4-8 heavy-duty truck
  • New truck is Zero Emission or Low-NOx (0.02g/bhp-hr NOx)
  • Old truck is scrapped
  • Trucks must be domiciled within the SJVAPCD boundaries.

How much can I be awarded?

The exact amount varies per applicant and is dependent on three factors: 1) the vehicle class, 2) the annual mileage and model of your existing truck, 3) the size of your fleet.

Class 8 trucks can be awarded a max of $160,000 per vehicle, class 6-7 a max of $120,000, and class 4-5 a max of $70,000. For small fleets with ten trucks or less, the funding cannot exceed 80% of the new vehicle cost. For larger fleets with eleven trucks or more, the funding cannot exceed 50%.

What is the deadline?

The program is first come, first served, and will close when funding runs out.

Can I still switch to RNG even though California is mandating EVs?

The answer is yes, but we agree it’s complicated.

Smaller fleets with less than 50 trucks or less than $50 million in total gross annual revenues are generally not subject to the ACF and can continue to purchase RNG trucks, except for those under common ownership and control, if the aggregate truck count of the controlling entity is 50 or greater.

Larger fleets of 50 trucks or more, can purchase new RNG trucks as long as you have met your Milestone Group requirement, which can be achieved with any mix of trucks in your specified Group.
